India is a most populous country, second largest in the word. And in this population, at least 70% of the people are living their life on Rs 20 per day. These data are not fake or published by any private agency but by the government and FICCI, it means, more than 75 crore population are poor. After independence, Government of India trying to reduce and time to time launched many welfare schemes to provide food to whom that is living under below poverty line like BPL and Antyoday cardholders. In these schemes, government provides subsidised grain, sugar, kerosene oil, etc. This means assistance of ‘hand to mouth’, resultantly poor never comes out from poverty, reversely constrains to being constantly in a poverty condition. Other schemes of government provide loan or employment guarantee type policy. Uttar Pradesh has 7 crore poor and poverty redden population. The Uttar Pradesh government is also trying to eliminate it, but it seem that all effort made by government is half-heartedly and is a failure because of commission and corruption; therefore, the severe poverty has become identity of Uttar Pradesh. Why this poverty is continued and what is real issues and cause, this is the main aim of this research paper.
