Regulating and Monitoring Public–Private Partnership in Infrastructure Development in the State of Punjab (India): A Case Study of Bus Terminal Project, Jalandhar

Abstract

The traditional forms of governance had undergone paradigm shift from traditional welfare state towards effective, efficient, accountable and time bound service delivery agency. Public Private Partnership in service delivery is relatively a new experience in India and many State governments have considered various steps to promote PPPs in their respective States.

To provide overall development of infrastructure services in the State of Punjab through private sector participation, Punjab Infrastructure Development Ordinance 1998 which established Punjab Infrastructure Development Board (PIDB) was repealed by enacting an Act Known as Punjab Infrastructure (Development and Regulation), Act 2002. The Act is a legal instrument that spells out the policy, legal and regulatory framework for private sector participation in the provision of infrastructure services. Development of Infrastructure projects by PIDB through PPP includes Road, Transport, Technical Education, Hospitals and Tourism Sectors and in many other project specifics. The present study analysed the institutional arrangements for PPP projects in general and also examined the procurement processes, the monitoring and supervising arrangements adopted for Jalandhar Bus Terminal project in particular. The detailed analysis of the regulatory and monitoring mechanism has pointed out the strong as well as the grey areas of this new model of governance.
