Globalisation with its increasing emphasis on liberalisation and privatisation has created significant challenges for governance in third world nations. In response to this, what began as processes of administrative reforms in developed nations, the practices of new public management (NPM) have been subsequently adopted and emulated by the third world nations. However, the exogenously imposed processes of NPM have created additional problems for the third world nations than it has solved.
