The study investigates the utilization of training inputs to enhance the knowledge, skills and positive behavior of professional trainers, with reference to the TOT (Training of Trainers) course of BPATC (Bangladesh Public Administration Training Centre). Using multi-method, such as questionnaire survey and case study, we find that the TOT course has a moderate effect on improving the knowledge and skills of the participants on concepts of training, training management, and training methodology. Participants are then inspired to serve as professional trainers. The majority of the participants took initiative to apply the training inputs in practical training sessions and they were partially successful in the application. Our study finds some factors that influence the utilization, such as, top management support, lack of resources and rewards, number and selection of participants, automation of the training centre, personal de-motivation in terms of career plan of professional trainers, mandatory conditions of the course, individual time-management capacity and coordination between service sections within the training organization. Overall, institutional and the personal working environment are responsible for successful utilization of the training of trainers.
