The Role of Committees in Enhancing Decision-Making Process: The Case of Jordanian Municipalities

Abstract

This paper aims to examine the role of using committee system in Greater Irbid Municipality (GIM), Jordan to enhance decision-making process in the Jordan's public sector. The committee system investigated regarding its impact on efficiency and effectiveness in the discharge of leadership responsibilities, credibility to decisions already taken by the leaders in the municipality.

This analysis employed descriptive statistics to provide simple description and summaries about the observations that have been made using measures of central tendency and measures of variability. Primary data were derived from the administration of questionnaires on 200 randomly selected members of committees from GIM.

The findings indicated that committee system had a statistical impact on enhancing efficiency and effectiveness in the discharge of leadership responsibilities in Irbid Greater Municipality. In addition, this study revealed that committee system prevented bureaucratic bottleneck and thereby slowed the operation at Greater Irbid Municipality (IGM). The study concluded that committee system is vital tool for municipality administration.

No prior study has addressed enhancing of decision-making process through using committee system in the Jordanian public sector regarding its impact on efficiency and effectiveness in the discharge of leadership responsibilities, credibility to decisions already taken by the leaders, and bureaucratic bottleneck thereby slowed the operation of GIM. It also allows for a further degree of expanding the use of data in policy decisions in public sector-problem definition, formulation, implementation and evaluation.
