Comprehensive Local Government Policy: How Far Is the Shore?

Abstract

Local government is considered as the most significant part of the present decentralisation approach throughout the world. It is the most responsible authority that provides the maximum number of fundamental basic public services. The absence of a unified comprehensive local government policy should be notified in order to resolve the governance problem in Bangladesh which seriously affects the effective decentralisation. Absence of comprehensive local government policy causes institutional coordination problem, overlapping of the functions and organisational conflicts. Local government structure and their functions have gone under a number of changes since independence. As the country is bearing the administrative legacy of the British-made structure, government failed to incorporate a unique local government structure for Bangladesh. Different local government Acts were introduced for different local government tiers. Considering the aforesaid issues, this study reveals the problems regarding local government policy.
