Modelling human resources management in times of uncertainty in the framing of inter-agency collaboration - an empirical investigation

Abstract

The study focus on the framing of inter-agency collaboration as a strategic human resources management intervention programme among different agencies of the Delta State Government in Nigeria to deal with the challenges of uncertainty affecting the state's capacity to provide service delivery when the country and the state economy faced recession in 2016. The objective of the study is to examine the relationship between human resources management and uncertainty in inter-agency collaboration and create a conceptual model explaining the causation between uncertainty and human resources management. Mixed methods were employed in providing a combination of multiple sequential quantitative and collaborative qualitative analyses. The quantitative method was employed using descriptive statistics, correlation, multiple linear regression, and causality test to examine the relationship between uncertainty and human resources management for effective inter-agency collaboration. The study concluded that an organization's human resources management is influenced by environmental uncertainty and determines organizational responses and strategies since bureaucratic predictability and rigid structure are dysfunctional. The findings showed a significant influence of uncertainty on human resources management patterns. Based on the findings, the Researcher recommended leadership training and a flexible human resources management approach to leadership, decision-making structure, communication, and industrial relations patterns to increase performance levels in inter-agency collaboration.
