The basic objective of this paper is to investigate into the pattern of development that is being experienced by the states in the Eastern part of India, namely Assam, Bihar, Orissa and West Bengal. This is, obviously, necessary in order to be acquainted with the diversified nature of achievements of these states and to make an inter-state comparative study of their attainments and at the same time to take note of whether their success in various spheres of development is better off or worse off than the corresponding figures attained by our country as a whole. Such a study will, naturally, prescribe some policies which, if followed, may bring more development in the states where relatively less development has been attained.
