Abstract

Human Resource Planning (HRP) is the process of determining how an organization should move from its current Human Resource (HR) position to its desired HR position. Thus HRP is the key to success of organization, if it is done carefully, cautiously and based on real and factual data available. In fact HRP is complex subject. But its purpose is straightforward. It is concerned with having the right people, with the right skills in the right places at the right time. Human being is the most active and living factors of production. The system of HR is the adjustment at different level of organization. It comprises of five different points. Planning is the first and foremost function of management of any organization. By planning we mean the future course of action regarding what, when, who, why, where and how. It tells us where we are and where we want to go. The basic objective of the HRP is the proper utilization of human beings, means at present level of development, the existing HR inventory must be properly utilized. Developing a HR strategy to support the business plan requires Human Resource Management (HRM) planning to be recognized as a fundamental part of the business planning process. Of all the ‘Ms’ in management (i.e. the management of material, machines, methods, money, motive power), the most important is ‘M’ for Men or HR. It is the most valuable asset of an organization, and not the money or physical equipment. Human Resource is utilized to the maximum possible extent in order to achieve individual and organizational goals. An organization's performance and resulting productivity are directly proportional to the quantity and quality of HR. In the present paper, the evolution of HRP, process of HRP, different types of HRP and future aspects of HRP has been discussed in detail. Investigations of the companies show that the degree of stability in their respective industry, in terms of economic turnover and economic fluctuations, are influenced by the way in which they approach HRP.
