In the operation of a Refinery every activity assumes importance as the aspect of safety to men and equipment is of great significance at every stage. A constant and continuous exposure to all safety aspects, form an integral part to all working personnel. Shut down and start up activity assumes a grate importance which determines to continuous and safe operation in a Refinery.
Safety records of Refineries operating worldwide are very good. However near miss and actual incidents resulting in fatalities, injury and severe damage to plants continue to occur. There are more accidents and fires reported during shut down and start up than during normal operations. Such incidents are a major threat to safety, not only to those persons on site but also to the surrounding neighborhood.
Therefore a scientific approach is necessary to minimize the incident probability, and to reduce the size of the incident and ensure every effort is made to contain the effect of the incidents within the boundaries of Refineries.
It is an established fact that many Refinery fires and emergencies are not only mechanical induced failures but also to the failure of employees to comply with established procedures and recognized safety practices.
The complexity of modern unites and increased “light ends” production with the potential hazards involved, make it most important that every employer be thoroughly conversant with all these skills, rules, regulations and established standards, This can only be achieved by an active and continuous educational training program to identify the potential hazards and should develop sufficient knowledge and skills to anticipate and overcome hazardous situations.
