The article tries to trace the growth of national libraries in different countries and their role in the development of mankind. Growth and development of State central library, Goa since the inception is discussed in the article. Formation of Goa Public library Act 1993, and the programmes of the Act for the improvement of the library services in the state and formation of different level of public libraries such as district libraries, taluka Libraries and village libraries are discussed in this article. Role of public library is very important in educating people about their rights, duties and responsibilities. Information and Communication Technology has highly influenced all the areas of the library.
