Abstract

Bangladesh being a land of unmanageable density of population has no dearth of manpower. Painfully though, most of her manpower is anything but skilled. Consequently, it has become a burden, despite having the potential to be of great use to the country, if utilized after being endowed with the necessary skills. Although Bangladesh has a mammoth training infrastructure, it lacks systematic implementation of programmes due to lack of trained personnel and a lackadaisical approach of the trainees towards training which is, however, an offshoot of the insignificant training received at the state level. The status and facilities enjoyed by the trainers are also lamentable, contributing to this sorry state of state-level training and manpower development in Bangladesh.
