Dr. Yoginder K. Alagh the author was invited in 2007 to present India's energy sector at a Global Conference organized by the Center for International Governance Innovations, Waterloo, Canada. That paper is available as a Draft CIGI Working Paper (Y.K. Alagh, 2007). In 2008 he was invited to deliver the Tarlok Singh Memorial Lecture by IASSI at ISID where he developed this theme, further (Y.K. Alagh, 2008). He also contributed to a forthcoming volume on the Sustainability of India's Growth Prospects edited by Manmohan Agarwal (Y.K. Alagh, 2009, in Agarwal, 2009). This paper revises and updates these ideas.
