The present paper is based on a larger study conducted by the author to evaluate the performance of ICT school scheme in the state of Uttar Pradesh.

Abstract

This paper undertakes an objective assessment of Information and Communication Technology (ICT) in Schools Scheme, which was launched with the aim of including Information Technology component in the teaching of secondary education in Uttar Pradesh during 20091. This scheme is an integral part of a bigger national programme, Rashtriya Madhyamik Shiksha Abhiyan (RMSA). The core objective of this paper is to assess the relevance of the ICT School Scheme project in terms of its impact, effectiveness on target group and institutional development in Uttar Pradesh. This paper also aims at assessing the usage possibilities and skill requirements needed to use ICT effectively by various stakeholders such as students, teachers, school head, principal, DIOs, State-level authorities etc. The paper points out the strengths of the programme and also makes recommendations for improving its effectiveness further.
