This paper explores the progress and persistent challenges in two key dimensions of human development—education and health—in the state of Uttarakhand. Drawing on data from a comprehensive district-level survey conducted across both hilly and plain regions of the state, the study provides a detailed analysis of disparities in access, quality, and outcomes. In the education sector, the paper examines issues such as low preschool participation, high dropout rates at the secondary level, and the uneven distribution of government support schemes. In health, it assesses maternal and child health indicators, utilization of healthcare services, and the financial burden of treatment and hospitalization. Special attention is given to regional and social group disparities, particularly those affecting rural populations in remote hill districts. By identifying these gaps, the paper offers targeted policy recommendations aimed at achieving more equitable and inclusive development outcomes across Uttarakhand’s diverse geographic and social landscape.
