More than 100 million children and youth worldwide grow up outside their families, most of them are in underprivileged orphanages, foster care systems or outside any public care. The paper identifies: (a) the situation of caregivers and (b) a common lack of government monitoring systems, as two important causes of poor outcomes of child placement. From these basic assumptions, a long term project aimed at offering open source, research based educations for groups of caregivers in local languages is described. Programmes are developed by the author's organisation, translated and implemented by local professionals, researchers, NGOs and governments. The design is aimed at minimising costs for users while maximising accessibility, comprehensibility and workplace implementation of quality care.
