The purpose of this work is to present a model of urban composition that integrates the refuge area against the seismic risk. This model is based on the orthogonal plane plot. The work begins by the modelling of the spaces that composes the plot. Each plot is characterized by a factor called the form coefficient of the plot. The whole plot is characterized by a parameter, which takes into account the total number of quarters existing in the metropolitan area, called coefficient of the urban size. The urban composition is characterized by a mathematical system composed by two equations with two unknown values: the urban density and the site coverage ratio; and a correlation: length road-density. The solving of this system requires an automatic calculation program. The work finishes by the presentation of the graphs illustrating: the urban density, the site coverage ratio; the implantation of the refuge space; and the software called urban design tool.
