This article proposes a novel non-probability sampling design named “voluntary sampling” design. The final survey sample is selected from volunteered and qualified potential respondents in the target population. The intent to conduct a survey is published prior to the implementation of the sampling design. This accords prospective respondents ample time to decide on whether or not to volunteer for selection to participate in the survey. A pilot sampling is conducted to determine the alacrity of the prospective respondents to participate in the survey. The proposed sampling design divides the target population into volunteers and non-volunteers strata. The implementation of the sampling design achieved a hundred percentage response rate and gathered quality and dependable research data in a brief HIV/AIDS survey.
