The health care system of India has expanded considerably over the last few decades however shortage of human resource has affected quality of services. In its efforts to streamline public health care delivery institutions and bring them at par with global standards, Quality Council of India devised ‘Indian Public Health ’quality standards. The study was carried out in the state of Rajasthan to assess the extent of shortage in the workforce (gazette staff) vis-à-vis the IPHS. A gap of around 44 percent between the IPHS and the sanctioned norms of the state and another gap of almost the same percent between the sanctioned positions of government and the number of doctors in position was found. The actual gap between the IPHS and the number of doctors posted at the facilities was as high as around 67 percent which warrants innovation via effective management intervention for optimum utilization of available resources.
