Abstract

Cluster analysis is a multivariate technique that classificate objects into groups based on similarity or disimilarity between objects. Cluster analysis requires complate data. If data are not complate, the prepocessing of data to overcome the problem is needed. The Optimal Completion Stategy (OCS) and the Prototype Nearest Stategy (NPS) are special algorithm to handle incomplate data. Study case of this research isdata public welfare in Aceh Province in 2006. The optimal cluster of this case study was five clusters. It was showed by results of ANOVA and RMSSTD values. Five clusters had smalles RMSSTD for OCS and NPS and all variables in ANOVA were significant.
