This paper discusses the food insecurity situation in Orissa and finds that NREGS Programme has not provided sufficient wage employment. It suggests large scale citizen's awareness campaigns and improvement in institutional capacity of Gram Panchayats for generating demand for and supply of work under NREGS. For promoting food security, irrigation potential in the rain-fed areas may be created. NREGS can be used for the purpose.
