The role of Community Libraries as inputs to the development of civil society has been recognized and accepted beyond debate. The present article has tried to assess the practical impact of Community Libraries (CLs) on the standards of living of the citizens who reside in housing societies, spread across the current suburban areas of Kolkata. The paper explores in brief the significant role of community libraries, particularly attached to urban housing complexes. It has tried to highlight the role of CLs as democratic, social, dynamic, multifunctional-cultural hubs that meaningfully enhanced the cognitive and cultural upliftment of every member of the housing complexes. The article advocated with a few examples, on the key services of CLs, such as interactive storytelling sessions, OA-based learning materials, AI-supported learning and information access, lifelong learning, community engagement, cultural exchange, local history study & exploration, need-based digital literacy, and place-based learning. The current article, with a limited provision, also identified a range of common challenges addressed by CLs in disseminating services within the arena of housing complexes in Kolkata and its adjacent urban & sub-urban periphery. Finally, it accumulates a diverse shade of effective recommendations to strengthen the process of collection, organization, and services of Community Libraries, and execute their functioning within urban housing complexes.
