Health Research Information Systems (HRIS) are a vital infrastructure to strengthen public health delivery and policy-making in resource-constrained regions: Odisha, a state in Eastern India, has a high public-health disease burden and predominantly rural population. Health Information Systems (HIS) were implemented to improve health data collection, analysis, and use for better health outcomes.
The article synthesizes data and several sources of evidence on disease surveillance systems, maternal and child health monitoring, and the performance of the health system. Through bibliometric analysis, case studies and policy documents, recent research shows HRIS deployment in Odisha has contributed significantly to the detection of disease outbreaks, enabled data-driven decision making and facilitated better resource allocation. However, continuing issues such as data quality, workforce constraints, and disparities in the digital divide must remain top of mind. This review aims to inform health administrators, policymakers, and researchers in the health ecosystem regarding evidence-based strategies for maximizing the public health impact of information systems in low-resource settings.
