Studies show that in average per decade, Richter 7 earthquake that occurs with high power However, in cities of over 2.8 million units of homes is instable and are not resistant earthquake. The aim of the present paper, the measurement and analysis of the stability of the old zanjan sampling frame against earthquake by using at AHP is in a GIS environment. The research method is descriptive -analytical and kind of research is Functional and approach to be both quantitative and qualitative. Findings from the study show that 16.34 percent of the region's instability, 21.45% of the area has a mediocre stability and 62.21% of the faces with the stability conditions of an area are poor and unstable.
