Ontologies are used to represent the domain knowledge. But the ontologies created by different creators are different and inconsistent. Huge difference exists between domains and currently there exists no single defined methodology for ontology development. In this work, we propose an ontology development methodology called On-To-Methodology that is comprehensive & generic. We elicit the domain knowledge in a structured manner and employ various documents to support the development process. We have also developed a tool that automates the development process.
