This article is devoted to the consideration of issues related to the social security of the population, as well as its types. In addition, the article considers organizational, economic and legal aspects of the social allowances as the basic pillar of the social security. Moreover, the article deals with the significance of creating social security system, in particular, in terms of the problems related to paying allowances and ways of their solution.
