Abstract

The educational and training process is not only an expenditure but also a real investment. In fact it has got a set of social and economic effective results. In this respect, the university remains the suitable institution able to assure a vital growth that leads to the realization of all general objectives of the development. Such a deal would be the case on condition that all weaknesses of different organizations are analysed and checked over through those modern intellectual tendencies within the laboratories of research in order to guarantee the success. In this paper, we would try to make plain the impact of the investment during the two last decades. It has witnessed a great shift from looking for the material income to how is it possible to build up straight plans that would aim at performing capacities in the field and how they would be saved as far as ethics are concerned. Moreover, in this paper we discuss the importance of the investment in both fields: education and training and their objective to make ready an environment of innovation, attracting talents and developing the area of inventions, as well as the rights of ownership in terms of literature for the sake of prospering society and get rid of marginalization at the levels of economics and politics.
