The study was carried out from October, 2015 to May 2016 to examine factors contributing to low performance of TASAF III program in Shinyanga Municipal Council (SMC). Five wards were selected namely, Ndembezi, Ibadakuli, Mwawaza, Mwamalili and Kizumbi from Shinyanga Municipality. A sample of 97 respondents was selected. Simple random sampling technique was used to select respondents for this study. Data were collected using structured questionnaire. Logistic regression model was used to analyze the collected data. The study found that low level of education of beneficiaries, Low capacity of LGAs to support program, poor community participation, strive conditionality, poor TASAF follow up and insufficient cash disbursed were the main factors contributing to ineffective implementation of TASAF III activities in SMC. The study concludes that poor households still need TASAF III intervention in order to reduce poverty. It is recommended that the government and other agencies should improve management of funds to be disbursed to target groups and the amount of grants disbursed be proportional to the current economic situation. Furthermore the LGAs should create conducive environment for community to participate fully in poverty reduction strategies.
