Improvement measures for referee operation system based on the systemicity and professionalism

The purpose of this study is to identify the status and problems of referee operation in the country and contribute to the establishment of systematic and professional referee operation system. Literature research and investigation were carried out in order to draw measures to improve the referee operation. Internal data from the Ministry of Culture, Sports and Tourism, Korean Sport & Olympic Committee and other sport organizations was collected and summarized. And, the homepage of RISS, National Assembly Library and Korean Studies Information Co., Ltd. was utilized for online data. Improvement measures for systematic and professional referee operation are as follows. The first measure is to establish the referee operation system at each sport organization and expand the referee support project and the second is to improve the referee committee regulations and systems reflecting the characteristics of each sport. The third is to reinforce the referee education qualitatively and quantitatively and the fourth is to establish the referee evaluation system and reinforce its utilization. The fifth is to improve the reliability of referees through consistent PR.
