Analysis of privacy protection for joint use of national R&D project evaluation history data

There has been a rising demand for competent evaluation committee members to handle various evaluation matters during the implementation of national R&D programs and projects. Therefore, this study reviewed privacy protection-related issues and application of services for the joint use of their evaluation history data. This study examined the legal grounds for the collection of the project evaluation committee members’ information in accordance with Article 26 (‘Rules on the Management of National R&D Programs’) of the Framework Act on Science and Technology and reviewed the scope and procedures of disclosure of the personal information, privacy infringement and information disclosure cases under the Personal Information Protection Act. In addition, the matters needed were derived by ‘Security Standard of personal information’ on the announcement of the Personal Information Protection Act at the implementation of services for joint use. The matters which should be institutionally improved were derived through the legal grounds for the collection of project evaluation committee members’ history data and similar cases. From the perspective of personal information, participation itself cannot be viewed as personal information. However, this study reviewed a necessity of the data subject’s agreement procedure in accordance with the Personal Information Protection Act. Furthermore, it suggested a plan to minimize personal data issues by bringing up the minimization of collection items for joint use among bureaus, implementation of stable services and plan for inter-bureau use. he implementation and issues relating to the evaluation committee member services and R&D program/project data-linked services provided by the NTIS were derived.
