“Education for all” is a dream for Nations all over the world. It is through education and administration where desired goals can be achieved. In every country the system of education is run by various agencies of government machinery and among them is bureaucracy is one. The word bureaucracy is one of the most frequently, used by many authors in modern writing about organization. Government by administrators is called the bureaucracy. The bureaucracy is an administrative organisation consisting of a legal body of non-elected employed officials and organised hierarchically in departments in accordance with the rules governing the condition of their service. But the role of bureaucracy has evoked mounting criticism in school education and administration in Jammu and Kashmir, and top level bureaucrats have faced unusually serious challenges to their authority. The present study is an attempt to highlight the role of bureaucracy and to find out various failures in school education and administration in Jammu and Kashmir.
