Studying the Rate of Meritocratic System Establishment in Government Agencies

Abstract

In this research, the rate of meritocratic system establishment in government agencies of Ahvaz (a city in Iran) has been studied. When we say meritocratic system, we mean a system in which the benefits and job opportunities devolve to individuals just on the basis of merit, not gender, social class, ethnicity or wealth. The employees of state agencies of Ahvaz city have been the statistical population of this research (N=10377) and the sample size, has been determined by using the KREJCIE and MORGAN sample table (n = 384). In addition, for collecting data, the researcher made questionnaire is used; which has two parts: first part, understanding the degree of meritocratic system establishment with the reliability coefficient of 0.92 based on Cronbach's alpha and the second part: recognition of Sociological status of the used respondents. The collected data has been analyzed by using the SPSS statistical software and frequency distribution table and descriptive statistics indicators table is used in it, and the average is calculated as the indicator of central tendency. In order to confirm or reject the hypothesis, the one-sample t-test was used. Based on the research findings, we can conclude that the sub-systems of meritocratic system including: desiring meritorious, knowing meritorious, meritorious selection, developing meritorious people and keeping them are in unfavorable condition and lower than average in government agencies of Ahvaz city. Also, all the hypothesis that offer the sub-systems of meritocratic is used in the meritocratic system establishment are rejected.
