Abstract

The purpose of this study is to investigate the relationship between the effectiveness of in-service training of staff empowerment in areas number 1 and number 4 of municipalities of the city of Shiraz. This research is a correlation type. The population of the research includes all employees in areas one and four of Shiraz municipality who have passed training courses and their number is equal to 100 who were working in the year 2011. The research tool is that of Adabi's questionnaire in 2004. This questionnaire measures the effectiveness of in-service training and staff empowerment The results showed that there is a significance difference between employees who consider in-service education effective and those employees who did not believe it to be effective. The first groups of employees is better in components of empowerment, education, culture, participation and have more capabilities, there was no difference in the motivation. The positive relationship was also observed between the effectiveness of in-service training and empowerment of staff. Among the aspects of the effectiveness of in-service training only, the aspect of satisfaction is able to predict empowerment in the employees.
