Nowadays with the rapid environmental changes, organizations are moving toward a decrease in human resources and an increase in the quality level of labor force, and the elements of creativity and knowledge have been recognized as elements that give superiority to organizations in the era of competition. As a result, the importance and necessity of the empowerment process in organizations has increased. The role of empowered human resources in the growth and development of societies is so important that some scholars regard employees’ intellectual capabilities, skills and experiences as the main assets of any organization and believe that what leads to technologies and creation of services and products in today's rapidly changing and transformational world is knowledgeable, skillful, efficient and empowered human resources. One of the factors that affects staff empowerment is the role of intelligence in empowerment. Therefore, this research has been carried out in order to investigate the moderating role of staff empowerment in the relationship between organizational intelligence and emotional intelligence and Organizational Citizenship Behavior. The population of the present research includes 181 employees of administrative branches. We used Albrecht (2003) Organizational intelligence Questionnaire, Bar-on (1980) Emotional intelligence, Spritzer (1995) Empowerment Questionnaire and Podsakoff et al.’s (1990) Organizational Citizenship Behavior Questionnaire in order to collect the required data. We tested the hypotheses using structural equation model. The results showed that organizational intelligence and empowerment are directly predictors of Organizational Citizenship Behavior, but emotional intelligence cannot directly predict it. Moreover, organizational intelligence was shown to be a stronger predictor of Organizational Citizenship Behavior than emotional intelligence.
