Qualitative and quantitative analysis an informal settlement and empower them (Case study: Ilam city 2012)

The present article has surveyed the definitions relating to the informal settlement, a variety of informal and informal settlement in Iran and the effective factors in the escalation of informal settlement and most major causes of the rise and expansion of informal settlements in Iran and the strategies and policies of the evolution of informal settlement in Iran and the world and, finally the researcher came to a conclusion decisions. It is hoped that with respect to the problem of informal settlement in planning and policy cooperation with residents for redevelopment and improvement abnormal tissues town can be provided with the possibility of urban sustainable development. In recent decade, rapid increase in population leads to change in skeletal structure, social-economic of cities, and how the development of different urban spaces has heavily put under the influence of ulcers. During recent decade, the city of Ilam like other cities of developed countries have had a remarkable acceleration in developing growth, and has occurred an instable urbanization in Ilam.

In fact; the debate over concentration and the centralization of facilities and services in the city of Ilam is a problem has led to widespread migrations of rural-urban. The present article also has investigated the factors influencing the formation of effective variables marginalized areas in the instability of these neighborhoods, and at the end of this paper, the researcher offered strategies for empowerment it. In this article, after identifying marginalized places in Ilam, three areas including Ban Borz, Ban Boor, Sabzi Abad have been selected with respect to immigration status, skeletal (the physical tissue), economic, social, health, housing and the environment as marginalized areas.

The most important reasons for the migration from the rural to the marginalized areas was economic factors including unemployment and have little income.
