Recent developments brought about by a rapid increase of the Internet users, growth in pervasive computing, and sophisticated new digital technology, have turned the globe into an increasingly interconnected network of individuals and organizations, communicating and interacting with each other through a variety of channels. These Information and Communication Technologies (ICT) are bringing about fundamental changes in all spheres of human activity. In modern days Information has come to play a key role in social, economic, cultural, and political growth of the nation. ICT has revolutionized the way we live, think, and perform, and even helps in realizing the vision of good governance. It makes the governmental functioning more transparent, helping to check corruption and other illegal activity of the government level. E-governance in India steadily evolved from computerization of government departments to fragmented initiatives aimed at speeding up e-Governance implementation across the various departments of the government at the national, state, and local levels. In globalization era the e-governance is effective tools for developing the digital democracy by using social media in online and off line political communications. Online and offline modes are important because both are extensively used for political mobilization, campaign and communication. Internet enabled platforms such as social networking sites and mobile communication have been emerged as one of the frequently used tools for political activities. Digital democracy has a great role in the improvement of political information retrieval, and exchange between government bodies and individuals, initiating public debate, community formation, motivating people for participation and political decision-making of the country.
