The estimates of change in population parameters at regular interval of time are essential to study the impact of development programmes. In this paper, methods of estimation of change in population means for small area at two points of time (two occasions) have been proposed by using small area statistics (SAS) techniques. The two estimation methods are proposed to estimate the change which is based on direct estimation method and synthetic estimation method of small area. We also provide detailed of variance and mean squared error of the proposed estimator. Also an empirical study is carried out to show the properties of the proposed estimators.
