Abstract

Subansiri Lower Hydroelectric Project (2000 MW) is the India’s biggest hydroelectric project being implemented by NHPC Ltd on river Subansiri near the boundaries of Assam and Arunachal Pradesh. The saga of the construction events is a roller-coaster path witnessing turmoil, agitation and public resentment on issues of safety and impact of Dam on the downstream population to gradual transformation of thought process of the stakeholders when masses started believing that the Engineering Marvel being created is not only for commercial benefits of Hydropower generation but shall also bring prosperity to the area in years to come. The masses witnessed the quality of construction and safety parameters being implemented. Further, extensive river bank protection works carried out over many years, prevention from surge in water levels downstream even during rains due to dam construction helped in regaining confidence amongst the downstream populace and a positive sense of ownership prevailed amongst locals towards usefulness of Dam and its safety. In addition, the masses were taken on board in various sustainable developmental activities by creating opportunities of skill development, livelihood for youth and women community. Inspite of COVID pandemic and other natural calamities, the project has taken many strides over the past two years in achieving the completion of works. The authors have tried to bring out the best practices being followed during the dam construction covering most advanced safety features for monitoring the health of Dam during and post construction phases.
