Several factors constrain the use of information and communication technologies, including the Internet/WWW, in the developing regions of the world, creating the digital divide. Alternative and/or supplementary modes of information access, dissemination and delivery are being experimented with success. Briefly describes, with a case study, the Pan-Pacific Education and Communication Experiments by Satellite (PEACESAT) program that has been a successful mode of communication, information access, delivery, and dissemination for the widely dispersed island communities of the South Pacific region.
