This is the original Document S R Ranganathan prepared in 1947 which discusses in detail the library responsibility of the Union government. The purposes the National Central Library should serve, and the frame work needed to serve these purposes are described. While its overall function is to be the central station for the thought energy to be distributed to all citizens through a nationwide library-grid, details are worked out for the discharge of the duties in regard to copyright, international exchange, library service for the blind, contact libraries abroad, library service for seafarers, interlibrary loan, national bibliography, departmental libraries, and co-ordination and centralization of technical service. This is one of the classic reports on national Public Library Frame Work for India ever produced, still relevent on fixing standards, norms etc.
