The responsibility of the Library falls with the States, including legislative powers as per Indian Constitution. Union Government has got limited library functions. In this paper, SR Ranganathan provides for a well-articulated network of libraries under the auspices of the Government of India, the centralised technical processing of books, National Library for the Blind, Contact Libraries in the chief cities in the world, a national agency for handling international exchange of documents, and for bibliographic control of publications produced in the country.
