Ranganathan formulated a Model State Library Legislation naming it ‘Library Bill for the State of Granthajagat (World of Books) and is given in his ‘Library Development Plan: Thirty Year Programme for India’. The paper traces his attempts for Library Legislation in India, presents the model draft of the Library Bill for the States of India and gives some model draft rules which are to be framed under the Act.
