Sander Dekker and Greg Clark, the two ministers from Netherlands and Great Britain have through this non-paper, jointly appealed to all EU member states for Open Access (OA). They argued that publishers can only be forced to resort to Open Access for publications in a European context. This call for European joining of forces for the cause of OA is remarkable from the pen of a British conservative and a liberal minister from Netherlands. They advocate a strong European knowledge policy that imposes its own standards on the business community. This non-paper - a discussion initiative with a high political content, but no formal status - is one of the most important records on Open Science in European countries drawing worldwide attention on the importance OA.
