Abstract

Open Science is an approach in the scientific research based on participatory work and new methods for disseminating knowledge by making use of digital technologies and collaborative tools offered by ICT. Change from the traditional practices of publishing research results in printed or online journals to sharing and using all available knowledge at initial stage of research process itself is its main feature. This document is an edited version of Sander Dekker’s letter to the President of the Netherlands House of Representatives which led to its implementation there. Netherlands became the first OA compliant country. From there European Union adopted it, which is now revolutionizing the scientific research worldwide. Preserved in Govt archives of Netherlands, it is the earliest expression of the concept of Open Science and an important document in the history of Open Access (OA).
