The paper is a webometric analysis on Sander Dekker’s initiatives for Open Access (OA), Open Science and legislations for making results of public funded research free and open for application in society. Dekker was Secretary for Education and Culture since 2012 and is presently Minister for Legal Protection in Netherlands. Since 2010 in different positions he was involved in reforms on education and research especially Open Access (OA) and Open Science. Representing the country in European Union (EU) he was able to promote OA in EU member states and other countries of the world. With his initiatives, Netherlands became a model for the world in implementing reforms to make Knowledge resources freely accessible for the benefit of the world. In continuation most countries in the world implemented legislations related to OA and it has now benefited medical research in solving many problems, latest; the controlling the Covid-19 pandemic.
