Training Facilities and Motivation Among Grass Root Extension Functionaries of State Department of Animal Husbandry

Abstract

The State Department of Anim al Husbandry (SDAH) is acting as an extension organisation for livestock development and is entrusted with responsibility of transferring various technological advancement to field level besides clinical and health care services. In view of this present study was taken up to assess the motivational factors and the human resources development opportunities among grass root level extension functionaries of the SDAH i.e., the Livestock Extension Officers, Stockman, Pharmacist, Dresser at various levels working at the grass root level in Uttar Pradesh (UP) and Uttarakhand (UKD). Data were collected from 188 lower level officials of SDAH. Results of the study revealed that most of the lower level officials were not satisfied with the infrastructure facilities available with the SDAH. Further they were not satisfied with the HRD facilities and the promotion policy also. Major areas preferred for training by the lower level officials included sample testing, diseases diagnosis and pathological examinations, advance training in AI, disease surveillance followed by animal breeding and reproduction and management practices (castration, calf care, deworming, pregnancy diagnosis, heat detection, etc.). Further these officials have reported that the promotion policy needs to be improved and should be based on the number of years in the job (seniority basis) vehicle, telephone, advanced equipments and improved diagnostic facilities, quality medicine, training hall are major constraints which if removed can increase job effectiveness and performance of SDAH staff as opined by lower level officials.
