Abstract

This paper summarises a model that can help transition a lack of teacher motivation in government schools out of the Indian Education System. The paper identifies key issues faced by government school teachers that do not allow them to act according to their full potential. The lack of accountability is one major issue where the teachers can't be overlooked. It started with the government policy of no detention where students were not allowed to drop out without increasing the quality of education itself. This leads to increased literacy rate but did not lead to better education. The other major issue involving education in government schools is the lack of teacher motivation that plagues the majority of institutions. Our paper provides a holistic model that can be used to improve teacher motivation and accountability for teacher's efforts without straining the existing budget that the government has in store every year.

The paper intends to accomplish its intention by introducing a different form of Performance Linked Pay system. The paper assumes, to a certain extent, teacher's efforts show into the marks that the students receive and intends to measure accountability using this methodology. Students marks from each year are taken into account to divide them into different classes. Using this classification teachers are meant to teach each division and their marks which would be different from the historical data because of this system would reflect their growth. This growth has been further quantified in this paper and it has been explained how it can act as negative reinforcement towards unmotivated behaviour.
