2Rashmi Singh is an IAS officer, Government of India, who has worked extensively on programs related with women empowerment and social inclusion. She has been conferred with various national and international awards for her works related with public service delivery and women empowerment, notable being CAPAM Award, Distinguished Leadership Award from University of Minnesota, USA and Devi Ahilya bai Holkar Stree Shakti Award by Ministry of WCD. She has been conferred with doctorate degree for her work on ‘Women Centric Convergence: An Approach towards Good Governance’ from University of Lucknow. This paper is based on her thesis.
