Abstract

Practically all inequality measures assume some social welfare function but they show only the negative side of distribution and also the relative side. Poverty measures consider only a portion of the distribution and the negative side of the part. Welfare measures considered only mean income and an index of inequality. As there has been of late a focus on poverty removal, work on poverty measurement improved. A comprehensive public policy need to accelerate growth, address to general reduction in inequality and focus on the poor segment for special treatment. An attempt is made to construct an index of social welfare which meets these requirements and possess most of the analytical properties.
