Given the limitations and the challenges therein towards measuring health care output, this study describes a framework to conceptualize the nature of the disease and the output of the health care services with the help of introducing a concept of ‘Perfect Health Curve’. This study also tries to describe a method of estimating the health care service outputs which is theoretically sound and easily empirically applicable.
